All that would need to be done is remove pulseaudio again after an upgrade
reinstalls ubuntu-desktop.

I hear people are working on it.

http://wiki.archlinux.org/index.php/PulseAudio#OpenAL << indicates that OpenAL
has a pulse driver.
http://kcat.strangesoft.net/openal.html << is another implementation of OpenAL
that has a pulse driver, and prefers it by default.

If the idea that "Wine should support PulseAudio" can be satisfactorally
implemented by improvements to winealsa or implementation of wineopenal, then
they are valid solutions. As of yet, they have not been proven to be either
satisfactory or unsatisfactory.
