confirming. This could very well be a duplicate of
http://bugs.winehq.org/show_bug.cgi?id=15968 but i'm not 100 % sure. You can
extract the files from the executable with "7za x". I then had a look with orca
at the the msifile. In the upgrade table VersionMax and language are missing
for the row that the insta;ller fails on. I'll attach a hack that allowed me to
complete the installer.
