The main bug introduced by this patch was fixed a while ago. Are you sure the
problem is still the same? I cannot see any GetDC failures in the log fwiw.

Can you see if that is still the case? If this doesn't help, can you try to
revert the patch manually to make sure it is still the cause of the failure?
