I don't think this is a Wine bug.  I get the same behavior in Windows XP with a
3-day Trial Version Photoshop CS2.  I'm baffled as to why that 'button' is
clickable when it does nothing, but that seems to be the case (or I could be
misunderstanding something, I'm not a Photoshop expert).

The 'Constrain Proportions' checkbox at the bottom of the dialog does what you
expect, though.
