Actually it does matter for me because if:

a) 
locale: en_US or pl_PL
keyboard layout: USA
result: I cannot type Polish "a" letter

b) 
locale: en_US or pl_PL
keyboard layout: Poland
result: I can type Polish "a" letter


I'm attaching terminal output from xev when locale is en_US and keyboard layout
is Poland.
