I had this problem running PG II under Wine, but was able to fix it by manually
copying the "MAPS" directory from the CD into the panzer2 directory on the hard
drive.  (I'm not certain whether this means the install program failed, or
there's a problem accessing the CD...)

Anyway, this might be something to try.
