The {00021401-0000-0000-c000-000000000046} is CLSID_ShellLink
(http://mikolajapp.appspot.com/uuid/query?q={00021401-0000-0000-c000-000000000046})
and should be available in current Wine (in some old versions of Wine, there
was a typo in the UUID and the class was not registered, but new version should
update themselves). Could you check if you have
HKEY_CLASSES_ROOT\CLSID\{00021401-0000-0000-c000-000000000046} ?
