[Bug 23008] winhelp: Popups disappear immediately and are the wrong size

I got winhlp32 to crash while viewing LCW.HLP, console output is attached. I
clicked Introduction, Working with Puzzles section, Submitting the puzzle when
finished solving, then the Leader board popup link, then the Leader board popup
link inside the Leader board popup.

That doesn't always cause a crash, but usually does, especially if you click
another popup link.
