Still present in wine 1.2rc6, with etax2010. 
The etax help program is a html viewer. The html files make heavy use of
javascript to display the pages and handle the indexes.
Loading the base frames.html file in mozilla produces the same problem: 2 panes
with no content.
new console output is attached.
