I was experiencing exactly the same problem, and getting a very similar debug
log to this.

I found that the game could be made to start by creating the file
"Data/hwreport.txt". No other winetricks or registry were needed, just a fresh
prefix.

This sounds very similar to the problem that existed when the "localcode.txt"
file does not exist. Bug #18352 was abandoned for want of a test case. It's
possible this is one!
