It also fails for me here, even with LANG=DE_de.UTF-8, complaining about a
language mismatch.  The title of the dialog is "Visual Basic 6.0 Setup
Toolkit", and the text is:

Office System Pack kann auf diesem System nicht installiert werden, da die
Sprachen nicht uebereinstimmen. Installieren Sie Office System Pack fuer die
entsprechende Sprache des Systems.

Same result as Austin, iow.
