Plain B.S.
de_DE at euro is a valid locale for western european languages according to ISO
8859-15 (Latin-9) and is supported by all major distros and should be no
problem with wine, unless wine intentionally disregards all other language
encodings besides UTF8.

Why I cannot/did not use th ede_DE.UTF8 loacle, I wrote in my posting.
