Seems like this bug is about all serial handling, not only serial-USB
converters.
I have tested a bluetooth connection to the GPS i. e., using /dev/rfcomm* for
IO. The symptomes are the same, 100% CPU load. The SeaClear II program is using
the serial IO from Windows. Fedora 13, wine 1.1.38
The bug can also be reproduced using /dev/pts pseudo terminals, without any
hardware involved. See
http://appdb.winehq.org/commentview.php?iAppId=3659&iVersionId=5417&iThreadId=49182
(although there certainly are other, less clumsy ways to reproduce the bug).
