This bug also affects Faces of War (retail), from the same developer as Men of
War. The error message is almost the same:
'No pixel shader 'PS' in effect 'shadow/sm' (erendershader.cpp, 264)'

Installing native d3dx9 libs makes the game happy and it'll start properly.
