i am seeing this too with Radeon HD 4670 (fglrx) and Ubuntu 10.04, on 32bit
installation, Wine from PPA.
my previous GPU from NVidia was without problems.
In Portal, glitches disappear when i set dxlevel to < 90. When dxlevel is 90 or
higher, glitches appear especially with "difficult" surfaces like reflections
and bump maps.
page[1] suggests that DirectX 9 enables the following features:
* Refractions with the use of a bump-map
* High-quality reflective water (used frequently)
* Softer edge dynamic shadows
* Normal-mapped lighting on models
* Improved-quality specular effects
* High dynamic range rendering
so at least one of them is probably causing the mess.
just to be sure, i tested in windows and the glitches do not appear, thus
ruling out hardware failure
