First, thank you alot for your spotify invite!
Next - padsp is a program which redirects all your OSS sound of the specified
program in Pulse Audio. So:
Close all your wine programs, do  a wineserver -k. then go to winecfg - sound
settings, set OSS as default audio driver. close it. then go to a console, and
run 'padsp wine "C:\Program Files\Spotify\spotify.exe"' (without the single
quotes, in one line, don't forget the padsp thing!)
By using this way you won't be using OSS, but rather a PulseAudio emulation of
OSS.
You can check that the sound is going through pulseaudio with pavucontrol. If
it doesn't show here - you have probably a problem with your system. Maybe you
have just forgotten to install padsp?...
