That download link is dead. Seems similar programs are online here:
http://www.icem.com/downloads.asp?PageId=23

running FlexLM_LUM_CATIA-targetid_WINDOWS_i4tgtid.exe gives a window, showing:
"Unable to obtain win32mac target. Run i4target -v for debugging purposes.
