A native override is required for dxdiag.exe:

andrew at ubuntu-desktop:~/directx9/drive_c/windows/system32$
WINEPREFIX=~/directx9 wine dxdiag.exe /?
fixme:dxdiag:ProcessCommandLine help unimplemented
