[Bug 5322] Both MSVC6 and MSVB6 installers die very early

The install can be done using current GIT, but it's necessary to do it in 2
steps. I'm using a clean wine user directory.

First you use SETUP.EXE, it will update Java Virtual Machine. Then it will ask
for windows restart. Unfortunately some kind of data persistency error happens
and a message will show up saying the wrong parameters were passed to
ACMBOOT.EXE. Just press OK.

Now, run ACMBOOT.EXE, reenter the serial number and in the next screen you will
get a message "ODBC's SQLRemoveDriverManager Failed". Just press OK and it will
install cleanly.

After installation, it will ask for windows restart and VB and MSVC will run,
compile, debug. VB will also compile simple 1 form projects but when you open
larger projects (2 or more forms, modules, classess) it will throw an "Out of
Memory" error.

I can also cleanly install the service pack 6.

I need directions to help closing this bug, what else do I need to do?
