The opening post describes the same behavior as the more recent jukebox bug. 
Since CCP updated Eve's jukebox to play user selected mp3s the jukebox has been
even more buggy than it was - http://bugs.winehq.org/show_bug.cgi?id=21373 and
http://bugs.winehq.org/show_bug.cgi?id=21451

Radeon driver also behaves in a similar manner under certain circumstances.
