EDIT:
Sorry, there were two bug reports in one. 

1) dup of #13891 
2) bug that causes *hyperlink* without URL to be executed as an app
windows XP does that only for full paths (e.g. c:\autoexec.bat)

I believe that the 2nd part (as present in the title) is still present.
I am compiling right now and I'll post results somewhere in 8 hours
