I can't confirm this as a regression. All the following versions are working
and have same behavior:

 * 1.1.37, 1.1.38, 1.1.39, 1.1.40

Steps taken:
 $ cd .wine/drive_c/Program\ Files/MetaTrader\ 4/
 $ winetricks gecko
 $ winetricks mfc42
 $ wine MetaEditor.exe

...and if you want to get rid of black lines use "winetricks corefonts"
