[Bug 21101] Can't use SHIFT key with onboard visual keyboard and wine application

Sorry did'nt have much time for a looooong while.
So here it is.

Just like I said,
- press alt-F2 and execute "onboard"
- Execute a notepad with wine
- Then enter text using onboard
Here is what I enter :
ZORRO
§!
zorro

where caps are entered with the caps key and the § char is entered with the
same key than ! but using caps.
Here is what I got in the notepad
zorro
!!
zorro

I attached the log with the +key,+keyboard,+event.
You're a courageous man if you can make your way through this log.

Tell me if you need more specific tests.
