I've created an unofficial patch for Sims 3 based on a nocd patch, which fixes
the bug in mono by modifying the executable.  I don't have a copy of the game
to test, so email me privately if you'd like to test it.

Fwiw, I don't think there is anything to fix in Wine.  This problem has
surfaced on Windows and was reported by Windows users to the Mono project.
