I've tested the dotnet20sp Installer on a clean prefix, using wine
wine-1.1.43-408-g3317fc3 (from GIT), and it fails with exactly the same
described symptoms:
    WINEPREFIX=$HOME/.wine-netsp2.0 winetricks dotnet20sp

Attached are the trace logs, and winedbg symbols.
