Apparently, A re-instilation of 
rm -rf ~/.wine/drive_c/windows/system32/user32.dll
rm -rf ~/.wine/drive_c/windows/system32/kernel32.dll
winetricks: mdac28 and jet40

was in order.

I was considering re-installing the entire program but thought of this first,
which worked.
