Located the problem.

Video adapter is Riva 128.  (Gateway 400c)

Riva 128 supports depths of 15 (not 16) and 24.

Xubuntu uses nv driver which for some inexplicable reason sets color depth to
16.

This color depth causes precisely this error with wine.

Xubuntu 10.04 uses the new "improved" Xorg which has no xorg.conf file, and
also xfce settings do not provide for setting or reporting color depth, it must
be divined from scrutiny of the Xorg.0.log file.

Solution is to create an xorg.conf file and set the default depth to 24.
