Sure enough, running in opengl mode fixes the problem.  I had been opening WoW
using a desktop shortcut, whose command line specified -opengl.  Fiddling
around with the desktop shortcut ("I'll use Launcher.exe instead; what could go
wrong?") removed the -opengl argument and created the symptoms.

You can mark this bug invalid/solved/user-is-a-bonehead.
