While this has been kind-of fixed, the Wine behaviour differs from Windows
winhlp32.

Using chess.hlp as an example:
Windows winhlp32 window title is "GNU Chess Help - chess.hlp"
Wine winhlp32 window title is "GNU Chess Wine Help -
Z:\home\mark\wine_temp\chess"

In other words: Windows winhlp32 shows the help filename, but Wine winhlp32
shows the full path and base of the filename (minus .hlp extension). I think it
would be better to match the Windows behaviour (and lose the "Wine" from the
window title).
