Wine doesn't ship Microsoft Sans Serif, bit it does provide Tahoma.
If your package doesn't install Tahoma, it's a packaging bug.

I'm insisting on a regression test since this bug is marked as a regression,
and performing a regression test for single dlls/gdiplus should be pretty fast.
But if turns out that the culprit is missing Tahoma then this bug is invalid.
