I have just installed, patched and run the game in a clean wine prefix using
git and your patches.
The game runs starts up and runs fine, just as expected. No overrides were
required, neither on msxml3 nor on dx9.
The only regression is some missing textures in the leaders' animated
portraits'. The most notable one being the black eyes on Spain's leader. But
this could simply be due to Dx9.
Anyway, great job.

@Adam:
You did not sound cranky at all. I was just afraid I could be testing the whole
thing wrong and compromising your work. But I guess I didn't. =-)
