I did some more testing and this is still an issue. With a fresh installation,
the background video is a black screen, so I edited rise2.ini to set
ForceLowCPUBackgroundVid to 1. Doing that somehow fixes the mouse issue.

I had issues with the Rise of Nations installer in WINE 1.3.7, but the release
announcement for 1.3.8 just came out. I tested this in WINE 1.3.8 and the
behavior is still like this.
