The installer uses an inf script to install this file:

[version]
signature="$CHICAGO$"
[DefaultInstall]
CopyFiles=Setup.Files
[SourceDisksNames]
55="Setup Tools",,0
[DestinationDirs]
Setup.Files      =24,%DESTINATION%
[SourceDisksFiles]
vviewer.msi=55
[Setup.Files]
vviewer.msi
[Strings]
DESTINATION="PROGRA~1\VViewer"

vviewer.msi is installed in "C:\Program Files\VViewer" on Windows, so it
looks like Wine fails to expand the destination filename.

This is probably not related to the original problem reported here.
