On a clean prefix, with winetricks gdiplus, and wine 1.3.3 visio 2003 works
pretty well, this bug is not present

On wine 1.3.4 1.3.5 you hit the bug 24606. And once you apply the patch posted
there visio 2003 runs well.

So I vote for close this bug.
