Attempting to run Red Alert 3 produces an endless loop of this message :

fixme:d3dx:ID3DXEffectImpl_GetParameter (0x146abd30)->((nil), 0): stub

which seems to be the culprit in what you are originally reporting. Tagging the
game to this bug report.
