I fail to see how this is an issue with Wine itself rather than a packaging
issue with your distribution.

Wine doesn't provide a "Browse C: drive", and it sounds like something the
Ubuntu package of Wine provides.

I can't particularly comment on this, but note that the latest stable version
of Wine is 1.2 and the latest development version is 1.3.3.

Again, it sounds like an issue outside of the scope of Wine, and it should be
reported to your distribution.
