Not only FontSubstitues but also Font Association settings needed. If you have
a test machine, please change Control Panel=>Regional/Language Option as
described in comment #50.
This option changes system ANSI code page value, too. So you'd not change the
settings if you use the PC for work. Because some programs may not work
correctly.

I ran those Windows XP as VMs. I set up the registry keys by control panel.
Actual registry keys are mentioned above.
