24419 was originally for the windowscodec problem:
warn:wincodecs:ImagingFactory_CreateDecoderFromStream failed to load from a
stream
warn:wincodecs:ImagingFactory_CreateDecoderFromStream first 4 bytes of stream=0
0 2 0

which Vincent believes is fixed. This bug is the second part of it.
