The log shows
err:eventlog:ReportEventW L"pg_ctl: no operation specified\n"
err:eventlog:ReportEventW L"Try \"pg_ctl --help\" for more information.\n"
err:service:service_send_start_message service L"pgsql-8.3" failed to start
so whatever is starting the postgres service is screwing up.

'winetricks wininet' works around the install regression, fwiw.
