Hello fracting.  Why do you need ctfmon.exe running?

I know nothing about Text Services Framework (TSF) and multilingual support in
general, but it seems for me the right solution would be to implement (stub)
whole ctfmon.exe if it's needed physically.

On the other hand, there exists TSF redistributable:

installation of which may give you fewer bugs than just copying native files:)
