I can confirm this problem exists. Installing wininet from winetricks only made
the downloader crash on startup, but installing ie7 fixed the downloading (note
I now have wininet _and_ ie7 in this prefix; I'm not sure if it works with ie7
only).

One can also get the download URL from running wireshark when starting the
downloader.
