can't reproduce.

Prerequisites: clean WINEPREFIX + 'winetricks -q dotnet20'

Installs fine with workaround from bug 25979 (warn+heap).
Starts fine: displays main menu

Your backtrace looks like the infamous missing/corrupted "l_intl.nls" when
using a tainted WINEPREFIX.
Always start with clean WINEPREFIX, don't "reinstall" .NET on existing
WINEPREFIXes with the game installer already run before.

$ sha1sum DutyCallsSetup_US.exe 
532d4e997effb6c35652e4e1cf22ea7f830f3c8e  DutyCallsSetup_US.exe

$ wine --version
wine-1.3.35-117-g27e3e1a
