OK, the former part is much more simple: wine doesn't handle indirect
substitution at all.
That means the chain of i.e. MS Shell Dlg -> MS UI Gothic -> IPAMonaPMincho
gets broken. Direct substitution is obviously out of the question here,
as MS Shell Dlg is the font, that gets overwritten upon locale change.

The second part seems much more tricky...
