Bug 24653 is only about pixel-accurate positioning of things that already draw.
Bug 16138 is about testing all versions of a dll when they are available, but
as it happens we already get proper coverage of gdiplus versions across windows
versions (and most programs use/expect version 1.0, the most tested version).
