Thanks Alexander.  That's a nice addition.  Here's a suggestion:

The better way is to move the deletion of the files into wininet.dll. 
According to the Interwebs, native inetcpl.cpl calls FreeUrlCacheSpace with
parameters 100, 0 to free the cache.
