trace:chain:CRYPT_BuildSimpleChain Couldn't find issuer, halting chain creation

For whatever reason, the "RapidSSL CA" certificates isn't being included when
verifying the chain.  wininet asks openssl for the certificates included in the
connection, and apparently it's only returning 1?
