I haven't had as much time to look into this as I'd like, but isn't that set of
cases already covered by the tests in uri.c?  In particular, there's a test
that shows that spaces get converted into web-form for AutoCAD:
create/raw form:
mk:@MSITStore:C:\\Program Files/AutoCAD
2008\\Help/acad_acg.chm::/WSfacf1429558a55de1a7524c1004e616f8b-322b.htm
display form:
mk:@MSITStore:C:\\Program%20Files/AutoCAD%202008\\Help/acad_acg.chm::/WSfacf1429558a55de1a7524c1004e616f8b-322b.htm

It seems to me that in order to test any further there'd need to be an ITStore
included in the tests.
