It's in winetest.exe, from http://test.winehq.org.

I'm not sure how useful it'll be to run winmm_test from a newer winetest, but
you can do something like:
$ wget test.winehq.org/builds/winetest-latest.exe
$ wine winetest-latest.exe -x
$ cd wct
$ wine winmm_test.exe mixer
