I completely reinstalled the game, removing every single content file labelled
with garry's mod. (I will list these in a later comment when I have access to
the machine with gmod on)

I installed on a windows machine and just ported the files over via LAN and now
everything works fine. Steam community is enabled, so unless I have some odd
fix for that elsewhere I don't think it's the culprit.
