I can't reproduce this bug (I mean 3-5 sec delay) in WINE versions
1.2.1
1.2.2
1.3.3
1.3.7
1.3.9
1.3.12

Both in Morrowind (GOTY) and in Oblivion (GOTY too).
Yes, there is some small delay (about 300 ms), but it even unnoticable in
gameplay.
